According to the relevant provisions of the Anhui University of Finance and Economics Research Project Management Measures (Ancaifa (2021) No. 42) and the Anhui University of Finance and Economics Contract Management Measures (Trial) (Ancaifa (2022) No. 58), in order to further standardize the horizontal project management and continuously improve the quality of horizontal project research, the relevant matters are hereby notified as follows: First, improve the quality of project approval and standardize contract management 1. The project leader should select the corresponding contract template from the website of the Scientific Research Office before signing the contract with the entrusting party; 2. After the project leader and the parties to the agreement sign and seal the contract, apply for the contract approval form of Anhui University of Finance and Economics through the school affairs management platform - Process management. After the approval is completed, go to the contract management office (located in the Party and government office) to stamp the Anhui University of Finance and Economics contract Seal and submit an original copy for the record; 3. After completing the above procedures, the project leader shall upload the contract to the university's scientific research management system for registration and submission. 2. Strengthen process management to ensure compliance and rationality 1. The Research Department is responsible for statistics and verification of the research progress, and process management according to the research content and the receipt of research funds. 2. After the project research funds arrive at the university, the project leader shall upload the voucher to the university scientific research management system. 3. The project leader is the person directly responsible for the use of project funds, and bears relevant responsibilities for the compliance, rationality, authenticity and relevance of the use of project funds. 4. In order to ensure that the project is implemented in accordance with the contract, the project leader generally cannot be changed. If it is necessary to change, the original person in charge of the project shall negotiate with the project entrusting party and confirm it in written form, and submit it to the Scientific Research Office for examination and record with the consent of the unit. Third, standardize the conclusion and acceptance, improve the archives management 1. After the completion of the horizontal research task, the project leader shall submit the photocopy of the project closing certification materials (such as the project closing appraisal opinions, adoption certificates, etc.) to the scientific Research Office for review and record, and register and fill in the scientific research management system of the school. 2.
