Approved by the National Leading Group for Philosophy and Social Sciences Work, the National Social Science Fund focused on in-depth research and interpretation of the Party's 20 major spirits, listed a number of major project topics for public bidding across the country. The relevant matters are hereby announced as follows:

It mainly includes relevant ministries and commissions of the Central Committee, universities directly under the Ministry of Education, Party schools above the provincial level (including), Chinese Academy of Social Sciences, universities and key research bases, key universities of the military system and social science research institutions. The tender shall be carried out in the name of the unit, and the multi-unit joint tender shall identify a responsible unit. Encourage cross-region and cross-unit joint bidding, and encourage theoretical work departments to cooperate with practical work departments to carry out research.

3. General requirements for bidding

 We will strive to introduce major achievements that have theoretical persuasion and practical guidance significance, and provide solid academic support for in-depth study, publicity and implementation of the Party's twenty Major spirits.

Iv. Number of bids and intensity of funding

A total of 116 research directions were determined in the major project bidding, and 1 to 2 winning projects were established in principle for each research direction; The funding is determined according to the actual needs of the research subject, generally 600,000 to 800,000 yuan per project.

5. Bidding qualification requirements

(1) The unit responsible for bidding shall meet the following conditions:

1. Have strong scientific research strength and profound academic accumulation in related research fields;

2. It has a functional department specially responsible for scientific research management;

3. It can provide good conditions for carrying out research on major projects.

(2) The tenderer shall meet the following conditions:

(1) Abide by the Constitution and laws of the People's Republic of China, and abide by the management regulations of the National Social Science Fund; Have profound academic attainments and rich research experience in related research fields, strong sense of social responsibility, excellent learning style; Have senior professional and technical titles or bureau level or above (including) leadership positions, able to undertake substantive research work and shoulder the responsibility of scientific research organization and guidance; Each bidding team can only have one lead expert.

2. Leading experts in major projects of National Social Science Fund, major research projects, major projects of Marxist theory research and construction, major projects of Philosophy and social science research of the Ministry of Education and other major national scientific research projects are not allowed to participate in the bidding as chief experts.

3. The lead expert can only bid for one project, and cannot participate in other projects of this bidding as the leader of the sub-project or a member of the research group. The person in charge of the sub-project must have the title of deputy senior (including) or above, and can only participate in one bidding project in this batch of bidding, and the members of the research group can participate in a maximum of two bidding projects. The person in charge of the major project of the National Social Science Fund, the major research project and the major project of the philosophy and social science research of the Ministry of Education shall not participate in the bidding as the person in charge of the sub-project.

4. The lead expert and the sub-project leader must have rich preliminary research results related to the bidding project.

Six, bidding project requirements

1. The subject of the tender published in this announcement is the research direction and scope (attached), and bidders should design specific topics accordingly. The topic design should strengthen the problem consciousness, highlight the problem orientation, reflect the limited research goal, highlight the practical application value and theoretical guiding significance. In particular, the design of sub-topics can not be large and complete, but should focus on key issues and reflect pertinence. The number of sub-projects should not exceed 5.

2. The tenderer should focus on the key issues and conduct in-depth practical research, strengthen strategic thinking, and carry out forward-looking research. The expected research results must have high theoretical and practical value.

3. The completion time is usually 2-3 years.

4. The bid shall be submitted in accordance with the contents and requirements stipulated in the newly revised Tender (November 2022). The tender should highlight the project demonstration design part, focus on the overall research framework and main content, research ideas, research priorities and innovations, briefly introduce the research overview, sub-project leader situation and other content, the project design demonstration does not exceed 50,000 words, without attachments.

7. Bidding discipline requirements

1. Responsible units and bidders should strengthen the audit, and effectively control the political direction and academic quality. Local social science management departments and entrusted management institutions in Beijing shall conduct qualification examination of the Tender, bidders and scientific research teams in accordance with the working procedures, and submit qualified ones.

2. The bidder shall promote the excellent learning style of advocating quality, rigorous research, emphasizing integrity and emphasizing responsibility, consciously adhere to the principle of fair competition, and strictly abide by the project management regulations of the National Social Science Fund. Where there is fraud, plagiarism, violation of discipline and other acts, once verified, shall be disqualified; If the bid is won, all the projects shall be withdrawn, and the national Social science fund projects shall not be declared within five years.

3. The leader of the sub-project and the members of the research group must be the actual participants in the research subject and must obtain their consent. The person in charge of the sub-project must sign the tender, otherwise it will be regarded as illegal declaration. If the bid is won, the chief expert should honor the commitment made during the bid to ensure that the sub-project leader has sufficient time and energy to invest in the research, and in principle, the sub-project leader should not be changed.

4. The bidder may propose no more than 2 experts to avoid the review, which will be considered according to the actual situation of the review work.

8. Time arrangement

1. The Online application system for Major Projects of National Social Science Fund will be open from January 5 to 15, 2023, during which the bidders can log in to the Scientific Research Innovation service management platform of National Social Science Fund (https://xm.npopss-cn.gov.cn), register an account with real name information and log in to the system. And fill in the declaration information according to the regulations (existing accounts do not need to register again). Overdue system automatically closed, no longer accept the declaration.

2. The provincial social science management department and the entrusted management agency in Beijing shall submit the approved Tender to our Office before January 18, 2023, and ensure the authenticity, integrity and consistency of the data.

3. The National Office of Social Science shall conduct qualification examination of the Tender, organize experts to evaluate the bid materials that have passed the qualification examination, and propose the list of successful projects.

4. The list of successful projects is proposed to be approved by the National Philosophy and Social Science Work Leading Group, and published on the website of the National Social Science Work Office for 7 days. Upon the expiration of the publicity period, the project approval notice shall be issued to those who have no objection.
