I. General requirements

 We will strive to introduce major achievements that have theoretical persuasion, practical guidance, and decision-making reference value, and provide solid academic support for in-depth study, publicity, and implementation of the Party's twenty Major spirits.

2. Object of tender

It mainly includes social science researchers from institutions of higher learning, Party schools (administrative schools), scientific research institutes such as the Academy of Social Sciences and practical work departments within the province. The tender shall be carried out in the name of the unit, and the multi-unit joint tender shall identify a responsible unit. Encourage cross-region and cross-unit joint bidding, and encourage theoretical work departments to cooperate with practical work departments to carry out research.

3. Project type

This special topic is set up two types of key projects and general projects, and the specific number of projects will be determined separately according to the application situation.

4. Bidding qualification requirements

(1) The unit responsible for bidding shall meet the following conditions:

1. Have certain academic resources and research strength in related fields.

2. There are functional departments responsible for scientific research management.

3. Be able to provide the necessary conditions for conducting research and promise a guarantee of credibility.

(2) The tenderer shall meet the following conditions:

1. Abide by the Constitution and laws of the People's Republic of China, and comply with the management regulations of provincial social science planning projects.

2. Have profound academic attainments and rich research experience in related research fields; Have associate senior (including) or above professional and technical titles or have a doctor's degree, have the ability to independently carry out research and organize research, and can undertake substantive research work.

3. The tenderer and members of the research group must have a wealth of previous research results relevant to the subject of the tender.

4. Strong politics, excellent academic style, no bad scientific research credit record in the past 5 years.

5. The person in charge of the national Social Science fund project and the provincial social science planning project that have been terminated within the past three years shall not declare; The person in charge of the national Social science fund project and the provincial social science planning project that have been cancelled within the past five years shall not declare.

5. Bidding restrictions

In order to avoid multiple submission, cross-application and duplication of projects, and to ensure that tenderers have enough time and energy to conduct research, the bidding for specific projects is limited as follows:

1. The tenderer can only declare one project and cannot participate in other projects of this tender as a member of the research group.

2. Members of the research group can participate in a maximum of two declaration projects. Participants in the project must obtain their consent and signature, otherwise it will be regarded as illegal declaration.

3. The person in charge of major projects, key projects and special projects in the social science planning of the research province shall not declare (those who have submitted the closing materials to our office before December 20, 2022 and have been accepted can apply for the special topic).

4. The tenderer shall not apply for the Humanities and Social sciences research topic of the Provincial Department of Education or the innovation and development topic of the Provincial Union of Social Sciences with the same or similar topic.

5. After the establishment of the project, where the phased results or final results are published in the name of the provincial social science planning project, other project results or other project approval numbers shall not be marked at the same time.

Six, bidding project requirements

1. The subject of the tender published in this announcement is the research direction and scope (attached), and bidders should design specific topics accordingly. The title design should focus on key issues, reflect pertinence, highlight practical application value and theoretical guiding significance.

2. The tenderer should focus on the key issues and conduct in-depth practical research, strengthen strategic thinking, and carry out forward-looking research. The expected research results must have high theoretical and practical value.

3. The time limit for the completion of the project is 1 year, which cannot be extended. Those who fail to submit the closing materials after the deadline will be terminated or withdrawn.

4. The bid shall be submitted in accordance with the contents and requirements stipulated in the newly revised Tender (December 2022). The tender shall highlight the design part of the project demonstration, focus on the overall research framework and main content, the research ideas, research priorities and innovations, and the project design demonstration shall not exceed 7,000 words without attachments.

5. The following results should be submitted at the time of project completion:

(1) Final results: a research report of about 30,000 words and a result of about 3,000 words should be reported.

(2) The key projects must also provide interim results: publish 1 theoretical article in People's Daily, Guangming Daily, Economic Daily and Qiushi Magazine in the name of Anhui Research Center for the Theoretical System of Socialism with Chinese Characteristics; Or published 2 theoretical articles in Anhui Daily and Jianghuai magazine; Or in the Anhui think tank advice published a report.

After the examination and approval by the responsible unit, the user can log in to the system according to the SMS notification sent by the system. If you have an account, log in directly through the original account information. If you forget the password, you can retrieve the password through the system.

2. The tenderer shall fill in the Tender and the Demonstration Leaflet truthfully and ensure that there is no intellectual property dispute. Any act of fraud, plagiarism, violation of rules and discipline, once verified, shall be disqualified from participating in the evaluation; If the bid is awarded, all projects shall be withdrawn, and provincial social science planning projects shall not be declared within three years.

3. The responsible bidding unit shall strengthen the organization and guidance of the project declaration work, strictly review the declaration qualification, the authenticity of the preliminary research results, the research strength and necessary conditions of the research group, and sign clear opinions.

4. The application materials shall be uniformly submitted by the unit, and individual declaration shall not be accepted. Submitted materials include: Bid and demonstration leaflet each 5 copies, Anhui Province social science planning special project declaration summary form 1 copy. The Application Form and the Demonstration Binder shall be filled in by computer, printed on both sides of A3 paper, and bound in the middle seam.

Applicants are requested to complete the submission of systematic declaration materials before 22:00 on January 27, 2023, and the deadline will not be accepted. All units are requested to submit the paper version of the application materials to the Project Management Section of the Scientific Research Office before 17:00 on February 1, 2023.
