2023 National Social Science Foundation late funding and excellent doctoral thesis publishing project declaration announcement

The National Office of Philosophy and Social Sciences is now announcing the matters related to the 2023 National Social Science Fund late funding and excellent doctoral thesis publishing project application as follows:

I. Project purpose

The late project funded by the National Social Science Fund and the excellent doctoral thesis publishing project are aimed at encouraging the majority of philosophy and social science workers to carry forward the fine style of study, devote themselves to research and solid research, strive to launch fine works with academic inheritance and innovation value, train a group of outstanding young scholars, and give full play to the demonstration and guidance role of the National Social Science fund in the prosperity and development of philosophy and social science.

Second, the target of funding

The National Social Science Foundation's late funding project and Excellent doctoral Thesis Publishing Project mainly support outstanding academic achievements in philosophy and social science research that have been basically completed and not yet published. Mainly funded academic monographs, but also a small amount of funding of higher academic value of data compilation, research reports and reference books. National Social Science Fund 26 disciplines, including education, art, military science three separate disciplines can be applied.

Iii. Project categories and funding funds

Later projects funded by the National Social Science Fund are divided into key projects and general projects. The key projects mainly fund research results with heavy academic weight, strong innovation and important promotion for the development of the discipline, and the amount of funding for each project is about 350,000 yuan. The general project mainly supports research results with high academic value and certain innovation, and the amount of funding for each project is about 250,000 yuan. The application of key projects does not meet the requirements for project approval, but meets the general project standards can be established as a general project. The outstanding doctoral thesis publishing project mainly supports outstanding doctoral theses with in-depth research, high degree of innovation and great development potential, highlighting the scientific research support for outstanding young scholars, and the amount of funding is about 200,000 yuan.

The fund management of the projects funded by the National Social Science Fund in the later stage and the excellent doctoral thesis publishing projects shall implement the contract system. The project leader shall independently decide the use of funds in accordance with the principles of science, rationality, standard and effectiveness on the basis of promising to abide by the requirements of scientific research ethics and ethics, work style, study style and integrity, and all funds shall be used for expenses related to the research work of the project. The project responsibility unit shall promptly formulate the management regulations on the use of the contract system funds.

4. Declaration conditions

1. The applicant shall abide by the Constitution and laws of the People's Republic of China, adhere to the correct political direction, value orientation and research orientation, and comply with the relevant management regulations of the National Social Science Fund; Able to independently carry out research work, excellent learning style; Have a deputy senior or above (including) professional and technical title (position), or have a doctor's degree. Retired researchers with long-term academic accumulation are encouraged to make active applications.

2. The applicant's institution should have a scientific research management department, which can provide the necessary conditions for conducting research and promise credit guarantee. If the applicant does not have a scientific research management department in his/her institution, he/she can entrust the doctoral degree-granting institution to declare and manage the project.

3. More than 80% of the results of key projects and general projects shall be completed (the proportion of completed results declared by retired scientific researchers shall not be less than 70%). To apply for key projects and general projects based on the doctoral thesis and post-doctoral research report, the completion date of the thesis should be more than three years (the defense date should be before June 30, 2020), and substantive revisions should be made on the basis of the original paper, and the length of the content of the addition, deletion and modification should reach more than 30% of the original paper.

4. The applicant for the outstanding doctoral thesis publishing program should be under the age of 35 (born after June 1, 1988), the thesis must be written in Chinese and assessed as excellent by the graduation institution, and the completion date is June 1, 2020 - June 30, 2022 (subject to the date of defense). Under the same conditions, outstanding doctoral theses at provincial and ministerial level or above will be given priority support.

5. Any of the following circumstances shall not be declared:

(1) The National Social Science Fund projects, National Natural Science Foundation projects and other national scientific research projects undertaken by the applicant have not been completed;

(2) Research results belonging to National Social Science Foundation projects, National Natural Science Foundation projects and other national scientific research projects, humanities and social science research projects of the Ministry of Education;

(3) a revised version of a published work, or more than 10% of the applicant's own published work;

(4) The contents of the achievements involve state secrets.

5. Declaration Methods

Key projects and general projects shall be declared by the applicant relying on his/her unit. Those who have signed the publishing contract or reached the intention of publishing cooperation with the designated publishing institution of our Office shall provide the recommended opinions of the publishing house for appropriate reference in the evaluation and approval of the project. Excellent doctoral thesis publishing projects shall be recommended by the doctoral degree-awarding unit and then declared by the applicant relying on his/her unit. The specific procedures are as follows:

1. Fill in the application and declaration information summary form. Download Project Application and Project Application Information Summary Form (see Annex 1, 2, 3), and fill in with computer. Interdisciplinary research topics should be close to the priority principle, choose a major discipline application. The completed application form (in 6 copies, double-sided A3 paper, seam binding) and the electronic version of the declaration information summary form (to ensure the consistency with the relevant information in the application form), together with the declaration results, shall be submitted to the scientific research management department of the unit for review, signature and seal.

2. Application materials.

(1) Declare key projects and general projects: ① 6 applications; 2) 6 sets of declaration results (if the declaration manuscript is more than 600,000 words, 6 additional summary of results, including about 20,000 words of the introduction of the content of the results, as well as the catalog and references), the manuscript and summary of results are printed in A4 paper on both sides, bound on the left side; 3. One review report of results; (4) The original paper or research report, with 1 revised note (This material is limited to key projects and general projects applied on the basis of doctoral thesis and postdoctoral research report); (5) In previous years, the results of late funded projects have been declared, and a detailed amendment explanation should be attached (see Annex 4).

(2) Application for excellent doctoral thesis publishing projects: ① 6 applications; 2) 6 sets of declaration results (if the declaration manuscript is more than 600,000 words, 6 additional summary of results, including about 20,000 words of the introduction of the content of the results, as well as the catalog and references), the manuscript and summary of results are printed in A4 paper on both sides, bound on the left side; 3. One review report of results; ④ 1 paper grade certification materials; ⑤ One copy of the doctoral dissertation evaluation book and one copy of the defense decision.

The electronic version of the above materials should be submitted to our office together.

3. The provincial (autonomous region, city) and corps social science planning (work) offices or entrusted management agencies in Beijing accept the application materials of their respective regions and departments, and carefully review and strictly check the political direction, academic value, and degree of innovation. The Scientific Research Bureau of the Chinese Academy of Social Sciences accepts the project declaration of the institute, the scientific research Department of the Central Party School accepts the project declaration of the central state organs and the units directly under the Beijing, the Department of Social Science of the Ministry of Education accepts the project declaration of the ordinary colleges and universities under the central ministries and commissions, and the Social science planning Office of the whole army accepts the project declaration of the military system (including local military academies).

The project application of the three separate disciplines of education, art and military science shall be directly accepted by the National Education Science Planning Office, the National Art Science Planning Office and the Social Science Planning Office of the entire Army respectively.

The application materials will not be returned. Our office will keep the application materials confidential.

Research and publication requirements

1. The project leader shall abide by the relevant commitments during the implementation of the project, fulfill the agreed obligations, complete the research task on time, and the application for the approved project shall be regarded as the binding funding contract text. The time limit for completion of key projects and general projects is 1-3 years, and the excellent doctoral thesis publishing project requires the revised publication to be completed before August 2024, and the applicant should complete the research work according to the time limit.

2. The final results of the project shall be evaluated before publication. The provincial (autonomous region, city), corps social science planning (work) office or the entrusted management agency in Beijing to organize the appraisal of the final results submitted to our office for review, the qualified person can enter the publication procedure and handle the settlement. The research results of key projects and general projects shall be uniformly published by the publishing institutions designated by our Office, and the outstanding doctoral theses shall be centrally published by our Office. During the project application review period and before the appraisal settlement, the applicant shall not publish without authorization, and the violator will terminate the application or withdraw the project, and notify the criticism.

3. After the results of the later funded projects are published, the Office will regularly select and complete the works with high quality and academic value, form the Recommended bibliography of Excellent Publishing Results of the National Social Science Fund, and publicize and promote the excellent results in various forms.

Vii. Other precautions

1. The applicant shall truthfully fill in the application materials in accordance with the Project Application Form and declaration announcement, ensure that there is no intellectual property dispute, and shall not violate the requirements of scientific research integrity. Those who have declared 2023 annual projects and youth projects of the National Social Science Fund, if approved, will no longer be established as later funded projects and excellent doctoral thesis publishing projects. Anyone who practices fraud in the application, plagiarism and other acts in the declaration results, once found and verified, shall be disqualified from the declaration within three years; If the project is approved, it will be withdrawn and criticized. If the circumstances are serious, the applicant shall not apply for national social science fund projects within 5 years. Where serious violations of discipline are found in the application and review of National Social Science Fund projects, in addition to handling according to regulations, it will be included in the bad scientific research credit record.

2. Local social science planning (work) offices, entrusted management agencies and responsible units in Beijing should strengthen the organization and guidance of the declaration work, effectively improve the quality of the declaration, strictly examine the eligibility conditions of the applicants and the declaration results, and report to the Office after signing clear opinions.

3.2023 National Social Science Fund later funded projects and excellent doctoral thesis publishing projects centralized acceptance of the application time for July 15 to July 20. The paper version of the application materials shall be sent by the local social science planning (work) office or the entrusted management agency in Beijing, and the submission of individuals, scientific research institutions and publishing institutions shall not be accepted; The electronic application information summary form shall be sent to our office after summary review by the local social science planning (work) office or the entrusted management agency in Beijing.
