Departments of Education (Commissions of education) of provinces, autonomous regions and municipalities directly under the Central Government, Education bureaux of Xinjiang Production and Construction Corps, departments of education (bureaux) of relevant departments (units), affiliated institutions of higher learning, and institutions of higher learning jointly established by ministries and provinces:

According to the work arrangement, the matters related to the application of the 2023 Philosophy and Social Science Research funding project of the Ministry of Education (hereinafter referred to as the later funding project) are notified as follows.

Type of project and amount of funding

The late funding project is one of the main categories of humanities and social science research projects of the Ministry of Education, which aims to encourage university teachers to build up their foundation, strengthen basic research, be brave in theoretical innovation, and launch fine works. There are 100 projects planned for this year, which are divided into two categories: major projects and general projects: (1) Major projects mainly support landmark achievements that have an important role in promoting academic development and have great academic value, and the amount of funding for each project is 200,000 yuan; (2) The general project mainly supports research results with significant academic value, and the amount of funding for each project is 100,000 yuan.

Scope of funding and declaration conditions

(1) Scope of funding

2. Basic research and original theoretical research results that have an important role in promoting academic development;

3. Literature research, translated works and reference books with important academic value and social impact, excluding papers and proceedings, teaching materials, research reports, software, etc.;

4. Non-paper presentation of research results with important academic value.

(2) Declaration conditions

1. The applicant must be a full-time or retired teacher of an ordinary institution of higher learning, with good political and ideological quality and the ability to independently carry out and organize scientific research work, and as the actual host of the project and undertake substantive research work. Each applicant can only declare one item.

2. More than 70% of the research tasks have been completed, and the electronic version of the completed manuscript (or other non-paper results) must be provided during the application.

3. Under any of the following circumstances, the project shall not be declared:

(1) The various projects undertaken by the Ministry of Education for humanities and social science research have not yet been completed;

(2) The applicant has applied for national scientific research projects such as the National Social Science Foundation Project and the National Natural Science Foundation Project in 2023, and various humanities and social science research projects of the Ministry of Education in 2023 with the same or similar results;

(3) The applicant's humanities and social science research project under the auspices of the Ministry of Education has been terminated within three years for various reasons, or revoked within five years for various reasons;

(4) The declared results have been funded by provincial and ministerial level or above (including provincial and ministerial level) fund project research funding or any publication funding;

(5) The results of the declaration are doctoral dissertation or post-doctoral station report passed by the defense in the past three years (the defense time is after June 30, 2020);

(6) The declared work is a revised version of a published work, or more than 10% of the published work;

(7) There are intellectual property disputes in the declaration results.

3. Declaration methods

Colleges and universities directly under the Ministry of Education and jointly established by ministries and provinces shall take the school as the unit, local colleges and universities shall take the Department of Education (Education Commission) of the province, autonomous region and municipality directly under the Central Government and the Education Bureau of Xinjiang Production and Construction Corps as the unit, and colleges and universities affiliated to other relevant departments (units) shall take the Department of Education (bureau) as the unit (hereinafter referred to as the reporting unit), centralized declaration shall not accept individual declaration. The specific declaration method is as follows.

(1) This project shall be subject to quota declaration. The education department (Education Commission) of the province, autonomous region and municipality directly under the Central Government and the Education Bureau of the Xinjiang Production and Construction Corps shall not recommend more than 6 items per unit; The number of recommended items per unit of universities directly under the Ministry of Education and universities jointly established by ministries and provinces shall not exceed 4; Other relevant departments (units) The Department of Education (Bureau) recommends 2-4 items per unit. Each reporting unit shall implement the ideological work responsibility system, strengthen the examination and control of the declaration materials of its own unit, organize experts to conduct preliminary examination, and report according to the reporting procedure.

(2) This project will be declared online on the network platform. The homepage of the Department of Social Sciences of the Ministry of Education (www.moe.gov.cn/s78/A13/) Management Platform for Research in Humanities and Social Sciences of the Ministry of Education -- Declaration System (hereinafter referred to as the declaration system) is the only online platform for this declaration, and the online declaration methods and procedures shall prevail.

(3) The project network application time is from June 7 to July 7, 2023. Please fill in the application by computer according to the instructions of the declaration system and the requirements of filling in the form. The filing unit must conduct online review and confirmation of the materials declared by the unit before the deadline. (1) The applicant fills in the basic information and relevant results of the application project online; Download the Declaration results Introduction template, fill it out and send it to the declaration system as an attachment; (2) Upload the PDF version of the declaration results and related certification materials in the form of attachments (the file size does not exceed 30M); (3) After the approval of the school, the system will automatically generate a complete application for the 2023 Ministry of Education Philosophy and Social Science Research Funding Project (hereinafter referred to as the Application).

(4) The reporting unit that has opened an account shall log in to the system with the original account and password, and check the information of the unit in time; If you have not opened an account, please log in to the declaration system, register the information of the organization, set the login password, print the Application form for opening an account with the official seal of the management department, and fax to 010-62519525. After the audit is passed, you can log in the declaration system for operation.

(5) There is no need to submit paper application materials in the application stage. After the project is announced, the approved project shall submit a paper version of the Application form printed online (signed and stamped with official seal) and a declaration result to the University Social Science Research and Evaluation Center within 10 working days.

Iv. Other requirements

(1) The applicant shall truthfully fill in the materials, where there is fraud, once verified, it will be disqualified for three years.

(2) Each reporting unit shall strictly check to ensure the accuracy and authenticity of the information filled in, and effectively improve the quality of project declaration. If you declare in violation, you will be notified and criticized.

(3) The project shall implement strict and standardized budget and final accounts management. The applicant should accurately calculate the budget according to the actual needs within the funding limit. Whether the budget is reasonable is an important part of the review, and the unrealistic budget will affect the result of the expert review.
